Was using an AT&T Samsung S8 Active on CC last year.

Last July/August I replaced my AT&T Galaxy S8 Active on CC with a new phone. Now when I enter that IMEI number to try set the S8 up for a new line, it says it's not compatible. Did something change in the last 9 months?
