Will the Motorola Droid Razr HD work with Wind Mobile if it's unlocked?

No it will not.
The Rogers/Fido variant of the RAZR HD LTE (xt925) does not support the correct basebands to work with Wind.
If it is unlocked, yes the Droid Razr HD should work with the Wind network.
