Why does the weather app on my HTC Desire C say there is no weather data available?
just got my htc desire C...on front says NO weather data available and same when I click on the weather app...why?

This seems to be an HTC problem. Try deleting the widget and then put it back again. You can also try using a different widget. I would personally recommend Beautiful Widgets and HD Widgets. You can get them from Google Play, click here.
