Hi Bruce. Do you see the answer and reject icons on the screen and still won't move? Try to go to Settings > Apps > All > look for the dialer and clear data it. Keep in mind that that will delete call logs. Let me know if that works. If it still won't I suggest disabling it and then install a dialer app after.
