Does Rogers charge you roaming fees while travelling in the US if you just have your phone turned on?
If I travel to the U.S. will I be charged roaming fees just for turning my phone on, or only if I make a call?

You won't get charged if you just open your phone. Just remember to turn off data to make sure none of your phone's apps suddenly connect to the Internet without your knowledge.
