Prepaid service change?

I just noticed and asked on chat line. I'm virgin mobile member since 2016. What I understand since 2019, they charge you 5$ no matter what is that true or I missed something? I top up 100$ per year + 5$ per month to active the line??? Before the change, 100$ per year that it.

Hi Chan. Virgin Mobile doesn't have activation fee on prepaid. I checked their one-time fees, I can't find anything that explains why you're being charged $5.
