My phone app on my alcatel one touch evolve does not work. i am able to receive call but not make them?

Why can't Iake a call from my ALCATEL phone??? PLEASE fix now. DON'T KNOW IF I CAN RECIEVE CALLS..PLEASE HELP ME NOW.
How can you say it doesn't work? Does it show an error? Make sure you have enough load/credits to make a call and a decent network signal.
