Hi Jim. I believe you're referring to "Regions available". Region available in the specifications refer to the continent where the phone is available for purchase. The Motorola WX416 aka. Motorola MOTOGO! Flip is available in North America, but only in Canada can you get it from a carrier, which is Chatr Wireless.
