Rogers charges a $50 unlocking fee (pretty standard for the big carriers in Canada). There are a few conditions. First, the phone must be fully paid off. Second, it must have been on their network for at least 90 days (assuming that's not a problem).

Of course, if you are on any sort of contract and wish to move to another carrier, you'll need to pay them any relevant cancellation fees as well.

There are also third-party unlocking services online. Some more reputable than others. We have a full unlocking guide here which will answer some of your questions.
