I am with at&t just bought an tablet 8elipsis from a friend can I change carriers

Not true, Verizon and AT&T both use GSM bands for LTE. The connection might be spotty but it will work

AT&T and Verizon operates on different technologies. It's not possible to use AT&T with a Verizon tablet.
