In reality, no they do not have a $25 Blackberry Data plan. Their cheapest is $42 per month excluding 911 charges and whatever else.
As for their prepaid plans, they start at $45 per month for 500mb.
Rogers have the $25 BlackBerry Data plan. You get 500MB and additional data cost $5 per 500MB. Tethering is included.
