Why can't I make calls after doing a factory reset on the ZTE Valet?

after doing factory reset on zte valet I cannot make outgoing calls but I can receive incoming calls.

I have the same problem and I have about 500 credits left.

Please check your account balance first, you may be out of credits to make calls.
